Order No. 1409 of the Ministry of Health of Ukraine dated September 10, 2025, introduced changes to the List of medicines subject to reimbursement under the State Guaranteed Medical Care Program.
From October 31, 2025, 12 more items have been added to the List of medicines included in the state reimbursement program “Affordable Medicines” and sold in pharmacies, including mobile pharmacies, free of charge or with a partial co-payment via electronic prescription under the 2025 State Guaranteed Medical Care Program:
- medicines containing the active ingredient exemestane;
- medicines with the active ingredient letrozole;
- medicines with the active ingredient tamoxifen.
These medicines will now be available under the reimbursement program, which provides stable and convenient access to them and ensures continuity of treatment.
At the same time, a transition period is in effect: healthcare facilities continue to use previously centrally purchased stocks of the relevant medicines.

Algorithm for obtaining medicines under the “Affordable Medicines” program:
- Contact your doctor (therapist, pediatrician, or family doctor) with whom you have signed a declaration and obtain an electronic prescription.
- Visit a pharmacy marked “Affordable Medicines Available Here.”
- Obtain your medication free of charge or with a partial co-payment using your
e-prescription.
The cost of medicines is fully or partially covered by the state.
From July 1, 2025 every pharmacy had to sign an agreement with the National Health Service of Ukraine and join the Affordable Medicines Program.
The State Service of Ukraine on Medicines and Drugs Control monitors the compliance with licensing conditions by pharmacies.
