On 04 November 2025, the European Commission adopted its 2025 Enlargement Package. The document contains an assessment of the progress made by candidate countries and potential candidates for EU membership, including an analysis of the progress of reforms in Ukraine and the state of alignment of national legislation with European legislation.
This year, Ukraine received its best ratings in three years. Improvements were recorded in 15 sections, 12 of which received a rating of “good progress.”
Within Chapter 28 “Consumer and Health Protection,” Ukraine received a rating of “good progress” — 4 points out of 5 possible.
The Report of the Directorate-General for Enlargement and Eastern Neighbourhood of the European Commission emphasizes that despite Russia's unrelenting war of aggression, Ukraine remains committed to its EU accession path, having successfully completed the screening process and advanced on key reforms.
Ukraine has fulfilled the conditions for opening three clusters of the negotiation process, namely: cluster 1 “Fundamentals”; cluster 2 “Internal Market” and cluster 6 “External Relations.”
The 2025 Report pays particular attention to reforms in the healthcare sector (Chapter 28 “Consumer and Health Protection”).
In March 2025, the Cabinet of Ministers of Ukraine approved a new procedure for the sale of donated blood and its components and a method for calculating their cost, as well as amendments to the licensing conditions for healthcare facilities that provide blood transfusion services. Since June 2025, the State Service of Ukraine on Medicines and Drugs Control provides licensing of activities in the field of blood donation.
Significant progress has been made in the area of pharmaceutical regulation: the adoption of the Law of Ukraine “On Medicinal Products” harmonizes national legislation with the EU acquis on medicinal products for human use. The Report also notes preparatory measures for the creation of a new regulatory body in the pharmaceutical sector in January 2027.
Chapter 24 “Justice, freedom and security” records the adoption of the Drug Policy Strategy until 2030 and its Implementation Plan for 2025–2027 that provides a comprehensive approach to prevention, treatment of addiction, reintegration, and the introduction of European practices in the field of drug control.
The State Service of Ukraine on Medicines and Drugs Control continues its systematic work on the implementation of European regulatory approaches and actively participates in the preparation of the National program for the adoption of the acquis (NPAA), which is a key instrument for fulfilling obligations on the path to full membership in the European Union.
