Tetiana Oliinyk, the chief specialist of the Division for control on licensing conditions compliance over controlled substances circulation of the Department of state regulation and control in the sphere of narcotic drugs circulation, psychotropic substances, precursors and counteraction to their illicit circulation of the State Service of Ukraine on Medicines and Drugs Control, took part in a nursing conference on the topic: “The use of medical cannabis in modern oncological practice” on November 6, 2025 at the National cancer institute, the state-owned non-profit enterprise.
Tetiana Oliinyk mentioned that all legal acts adopted to implement the provisions of the Law of Ukraine “On Narcotic Drugs, Psychotropic Substances, and Precursors” should create and ensure a transparent, effective, accessible and controlled system for the illicit circulation of medical cannabis in Ukraine.
One of the components is the Electronic Cannabis Accounting Information System.
The uniqueness of the System lies in the creation of a comprehensive digital tool that ensures transparent, controlled and traceable circulation of medical cannabis at all steps — from cultivation and production to sale to patients for medical reasons. The program combines informational, analytical, monitoring and control functions, allowing the centralized control over the circulation of cannabinoid-based medical products, preventing possible abuse and illicit circulation. The implementation of such a system is an important element of state policy on the digitization of medical care processes.
The System began operating in October 2024. The owner, administrator of the electronic system, and possessor of its information is the state, represented by the State Service of Ukraine on Medicines and Drugs Control. All transactions involving medical cannabis (from the purchase of plant seeds to the waste disposal) are strictly controlled and entered into the System.
