The representative of the State Service of Ukraine on Medicines and Drugs Control participated in the European Business Association's Health Care Committee meeting

Oksana Babiichuk, Deputy Head of Department of licensing of medicines manufacture, blood and certification, Head of Division of licensing of blood system entities participated in the annual meeting of the European Business Association's Health Care Committee on 03 December 2025.

During the event, the participants summarized the year's work and discussed key achievements in the healthcare sector, particularly in the areas of regulatory development, harmonization with European legislation and patient support.

In 2025, a reform of the pharmaceutical market was launched, providing for the introduction of the National Drug Price Catalog and a price reference mechanism. The Verkhovna Rada adopted two important initiatives aimed at increasing the availability of generic medicines, namely: the introduction of the “Bolar rule” into legislation and the abolition of patent extensions for medicines that were in force during martial law. Other important laws passed by the Verkhovna Rada include those on the mental health care system, on allowing the purchase of medicines under the controlled access agreement mechanism at the expense of local budgets and on the allocation of an additional UAH 3.2 billion for the purchase of medicines.

The special attention was paid to priorities for the coming year, among which key European integration draft laws, including documents on medical devices, biocides, biosafety and cross-border medicine, assisted reproductive technologies, as well as a new edition of the Fundamentals of Ukrainian Legislation on Health Care.

One of the main achievements of this year is the high marks received from the European Commission. According to the screening results, healthcare received the highest score in the second negotiation cluster — 4 out of 5 possible points. This result was achieved by the consistent adoption of European integration laws.
