The delegate from the State Service of Ukraine on Medicines and Drugs Control participated in the Expert Group meeting on "Integration of customs data and databases with precursor control measures"

The delegate from the State Service of Ukraine on Medicines and Drugs Control participated in the Expert Group meeting "Integration of Customs Data and Databases with Precursor Control Measures" which was held on 2-3 September 2026, in Vienna, Austria.

The event was dedicated to the discussion of modern approaches and good practices of cooperation between competent authorities and customs services in the field of precursor control, in particular regarding the use of customs data and databases, as well as the application of the PEN Online system.

The expert group meeting, organised by the International Narcotics Control Board (INCB), was attended by representatives of the national regulatory and customs authorities of Brazil, Chile, China, India, the Kingdom of the Netherlands, Turkey, the United Republic of Tanzania, Ukraine, the United States of America and the European Commission’s Directorate-General for Taxation and Customs Union (DG TAXUD).

During the Expert Meeting, a roundtable discussion was conducted where delegates from various countries shared insights into their respective national practices for regulating the international trade of precursor substances. The Ukrainian delegate provided an overview of Ukraine's state control system over precursor circulation, detailing the licensing procedures, the process for obtaining permits for specific international transactions, collaboration with customs authorities, and the implementation of the electronic system known as the "Single Window for International Trade."

Within the framework of the discussion on international cooperation, the practice of the use of the PEN Online system in Ukraine was presented. It was noted that the SMDC’s employees who are responsible for precursor control are authorized users of this system.

Participants also exchanged views on the implementation of Commission on Narcotic Drugs resolutions 69/1, 69/2 and 69/3, which aim to strengthen supply chain security and enhance international cooperation in the control of precursors.
