On 8 September under the chairmanship of the Acting Head of the State Service of Ukraine on Medicines and Drugs Control, Taras Proniv, a working meeting was held with representatives of the European Business Association, dedicated to practical aspects of import and wholesale circulation of medicines in the conditions of martial law.

It is worth of mentioning that the Resolution of the Cabinet of Ministers of Ukraine dated 26.08.2026 No. 1062, the draft of which was developed by specialists of the SMDC, simplified certain requirements for the circulation of medicines during the period of martial law. The changes are aimed at increasing the resilience of pharmaceutical logistics, diversifying storage risks and ensuring the uninterrupted supply of medicines to the population and healthcare facilities.
Opening the meeting, Taras Proniv said that one of the priorities of the SMDC is to create conditions for the stable operation of the pharmaceutical market and to respond promptly to the challenges caused by the state of war.
At the same time, the requirement to ensure proper storage and transportation of medicines with unconditional compliance with the requirements for their quality and safety remains unchanged.
During the meeting, Yuliia Zarudska, Head of Medicines and Blood Quality Control Department, explained the practical aspects of the application of the new rules and answered questions from representatives of companies - importers of medicines.
Special attention is paid to the possibility of diversifying risks by storing medicines in warehouses that are not listed in the license register, including in the premises of other licensees, as well as to the importation of medicines and the receipt of conclusions on the quality of medicines imported into Ukraine.

The laboratories of the territorial bodies of the SMDC and state enterprises under its management are oriented towards the most rapid processing of relevant requests from pharmaceutical market entities.
Business entities may apply directly to the territorial bodies or the apparatus of the SMDC. Such applications are processed as soon as possible.
The SMDC also simplified organizational procedures and document requirements within the limits provided for by law, taking into account the conditions in which the pharmaceutical business is operating today.
Taras Proniv noted that the effective interaction of the SMDC with the participants of the pharmaceutical market should be aimed not only at the practical application of current legislation, but also at the further improvement of regulatory affairs in the industry.
The SMDC continues working on changes to regulatory acts taking into account the current needs of the pharmaceutical market and remains open to constructive dialogue with business and professional associations.
The common priority remains the continuous provision of the Ukrainian population with high-quality, safe and affordable medicines.
