Main Department functions:

The Department, in accordance with its tasks, performs regulatory, law enforcement, control, organizational and analytical functions on the issues of circulation of narcotic drugs, psychotropic substances and precursors, and counteraction to their illegal trafficking.

Prepares proposals related to the priority areas of development of the narcotic drugs, psychotropic substances and precursors circulation sphere and measures to counteract their illicit trafficking.

Prepares proposals for bringing the Ukrainian legislation on the circulation of narcotic drugs, psychotropic substances and precursors, combating their illicit trafficking in accordance with EU legislation, international treaties ratified by the Verkhovna Rada of Ukraine.

Identify conditions and causes leading to illicit trafficking of narcotic drugs, psychotropic substances, their analogues and precursors, and organize measures to eliminate them within its authority.

Receives, analyzes and summarizes, within its competence, information on the situation in the field of circulation of narcotic drugs, psychotropic substances and precursors and counteraction to their illicit trafficking.

Provides predictions of the narcotic drug situation, conducts constant monitoring of the situation in the field of counteracting narcotic crime, ensures the collection and generalization of information on sources and ways of entering the narcotic drug into illicit trafficking.

Participates in the development of the License Conditions on conducting economic activities for cultivation of plants included in Table I of the List of Narcotic Drugs, Psychotropic Substances and Precursors, development, production, manufacture, storage, transportation, acquisition, sale (release), importation into the territory of Ukraine, exportation from the territory of Ukraine, use and utilization of narcotic drugs, psychotropic substances and precursors included in the mentioned List, amendments thereto, as well as submission of proposals to other regulatory acts on the issue related to licensing such activities.

Organizes and controls compliance by business entities with the licensing conditions for conducting business activities in the field of narcotic drugs, psychotropic substances and precursors circulation.

Organizes and ensures control over the implementation of measures to eliminate violations identified in the process of controlling the circulation of narcotic drugs, psychotropic substances and precursors.

Prepares and organizes submission, in accordance with the established procedure, of proposals for the inclusion of drugs and substances in the list of narcotic drugs, psychotropic substances and precursors.

Prepares and organizes submission, in accordance with the established procedure, of proposals for the definition:

• the maximum permissible amount of narcotic drugs, psychotropic substances and precursors contained in medicines;
• a list of medical psychiatric contraindications, other contraindications to conducting certain types of activities related to the circulation of narcotic drugs, psychotropic substances and precursors;
• the list of instruments and devices used for the manufacturing and production of narcotic drugs, psychotropic substances and precursors and subject to control, and the rules for conducting operations with them;
• the procedure for the transportation of narcotic drugs, psychotropic substances and precursors through the territory of Ukraine and the execution of the necessary documents;
• the procedure for the purchase of conditioned and reproductive seeds for the cultivation of plants containing small amounts of narcotic drugs for industrial purposes;
• the procedure for carrying out activities related to the circulation of narcotic drugs, psychotropic substances and precursors and control over their circulation;
• the volume of quotas within which the production, manufacture, storage, import into the territory of Ukraine, and export from the territory of Ukraine of narcotic drugs and psychotropic substances for medical and scientific purposes, as well as medicinal products containing narcotic drugs, psychotropic substances, and precursors in quantities exceeding the permissible limit, is carried out;
• the amount of quotas within which plants containing small amounts of narcotic drugs are cultivated.

Organizes and ensures, in coordination with the Security Service of Ukraine, the issuance of permits to business entities for the right to import (export) and transit narcotic drugs, psychotropic substances and precursors.

Controls compliance by business entities with the procedure for the destruction of narcotic drugs, psychotropic substances and precursors.

Participates in the selection of medicines samples, plants, goods, substances for examination to determine the content of narcotic drugs, psychotropic substances and precursors.

Organizes and ensures interaction with law enforcement authorities, citizens, public and international organizations in the field of combating the illegal circulation of narcotic drugs, psychotropic substances, their analogues and precursors.

Organizes and ensures work coordination of the executive authorities related to the implementation of state programs on the circulation of narcotic drugs, psychotropic substances and precursors, as well as countering their illegal trafficking.

Prepares and submits proposals to state authorities, local governments, enterprises, institutions, organizations of all ownership forms on the issues of trafficking in narcotic drugs, psychotropic substances and precursors.

Approves methods of determining the content of narcotic drugs, psychotropic substances and precursors in medicines, plants, goods, substances which should be used by forensic science institutions.

Organizes and ensures cooperation with state bodies and non-governmental organizations of foreign countries and international organizations on issues of control over the narcotic drugs, psychotropic substances and precursors trafficking, in the sphere of countering their illegal trafficking, coordinates within its powers the fulfillment of obligations under international treaties ratified by the Verkhovna Rada of Ukraine in the mentioned areas.

Organizes and ensures informing, in accordance with international treaties ratified by the Verkhovna Rada of Ukraine, the competent authorities of other states about the export from the territory of Ukraine or transit through the territory of Ukraine of narcotic drugs, psychotropic substances and precursors, as well as informing the UN International Narcotics Control Board about such operations.

Organizes and ensures the exchange of information with the competent authorities of foreign countries and international organizations.

Analyzes the performance indicators of the territorial bodies of the State Service of Ukraine on Medicines and Drugs Control on issues within the competence of the Department.

Organizes interaction and control of the territorial bodies of the State Service of Ukraine on Medicines and Drugs Control on issues within the competence of the Department.

Participates in inspections of the territorial bodies of the State Service of Ukraine on Medicines and Drugs Control on issues within the competence of the Department.

Summarizes and prepares materials for board meetings, meetings and seminars, regarding the state of affairs in the sphere of circulation of narcotic drugs, psychotropic substances and precursors.

It considers complaints, requests for public information, citizens’ appeals, business entities, manufacturers, representative offices of foreign companies in Ukraine on issues within the competence of the Department.

Organizes and ensures the licensing of all types of economic activities in the sphere of narcotic drugs, psychotropic substances and precursors circulation.

Organizes and ensures the realization of licensing functions in the process of export-import operations and quota-balance activities in the sphere of narcotic drugs, psychotropic substances and precursors circulation by business entities in accordance with the current Ukrainian legislation in terms of importation into the territory of Ukraine, exportation from the territory of Ukraine of narcotic drugs, psychotropic substances and precursors and their transit through the territory of Ukraine.

Participates in the development and discussion of draft legal acts on issues within the competence of the Department.

Ensures the functioning of the SMDC quality management system processes and permanent improvement of their efficiency within the competence of the Department.
