The healthcare sector experience was presented at a workshop

National Agency of Ukraine on Civil Service together with the Center of Adaptation of Public Service to the Standards of the European Union, the Higher School of Public Management and Hanns Seidel Stiftung Ukraine organized a workshop “Deepening the practical application of Twinning and TAIEX tools in the process of European integration of Ukraine”.

The presentations highlighted the practical role of Twinning and TAIEX instruments in Ukraine’s European integration process. In particular, it was noted that these projects are an effective mechanism for supporting European integration reforms in the context of the implementation of the National Programme for the Adaptation of Ukraine’s Legislation to the Law of the European Union (EU acquis), adopted on 1 April 2026. The speakers paid special attention to the importance of clearly defining the needs of the authority and the expected results when preparing project applications.

Head of Cooperation at the Delegation of the European Union to Ukraine Stefan Schlöning, Director General of the Government Office for Coordination of European and Euro-Atlantic Integration Oleksandr Ilkov and Deputy Minister of Health of Ukraine Maryna Slobodnychenko, welcoming the participants, drew attention to the practical role of Twinning and TAIEX in the context of Ukraine’s European integration. These projects are a practical tool for European integration processes, taking into account the National Programme for the Adaptation of Ukrainian Legislation to the Law of the European Union (EU acquis), adopted on 1 April 2026.    The approval of the application by the European side depends on clarity of the expected result of the submitted application.

The successful experience of the Twinning project “Support the establishment of the state control authority for medicines and medical devices ” was presented by the Ministry of Health of Ukraine as the beneficiary of the project, and the practical results of the implementation of individual components – by the State Service of Ukraine on Medicines and Drugs Control.

In particular, the participants were presented with activities under the following components:

  • safety and quality standards are maintained at all stages of the handling of human tissues and cells, from donation and procurement, testing, processing, storage and distribution to the final application to patients;
  • manufacture of medicines in pharmacies (extemporaneous manufacture).

The example of the project implementation demonstrated that the Twinning instrument is an effective mechanism for strengthening institutional capacity. Thanks to long-term and systematic cooperation within the project, the SMDC of Ukraine was able to establish not only professional, but also partnership and friendly relations with representatives of European institutions. Such interaction contributes to the implementation of European approaches in solving the tasks set, exchange of practical experience and further approach of Ukraine to the European legal and regulatory sphere.
