The quotas for the circulation of narcotic drugs and psychotropic substances for 2026 were approved by the Government
Опубліковано 06.01.2026 о 12:54The Cabinet of Ministers of Ukraine has adopted the resolution approving quotas for 2026 for the production, manufacture, storage, import, and export of narcotic drugs and psychotropic substances, as well as for the cultivation of plants containing such substances.
The decision was made in accordance with Article 14 of the Law of Ukraine “On Narcotic Drugs, Psychotropic Substances and Precursors” which provides the annual determination of maximum quantities of controlled substances as one of the key state instruments for controlling their legal circulation.
The approved quotas are intended to meet the needs of the healthcare system, pharmaceutical production, science, and education, as well as to prevent the diversion of narcotic drugs and psychotropic substances into illicit circulation. They also ensure Ukraine’s compliance with its international obligations under the 1961, 1971, and 1988 UN Conventions. The quotas forming takes into account the conditions of martial law and the increase of the number of patients requiring treatment with controlled substances, in particular military personnel with severe injuries.
The quotas for medical cannabis-based substances have been set at the national level for the first time. They cover import for use in scientific and scientific-technical activities, import for the production (manufacture) of medicines, as well as finished medicines included in the State Register of Medicines of Ukraine. The applications of licensed economic entities, their production capabilities, and risks associated with tetrahydrocannabinol (THC) content were taken into account during the quotas calculating. Currently, six medical cannabis-based substances are registered in Ukraine, with another 18 that are in the process of state registration. Their circulation is tracked through a unified accounting, registration, and control system that covers all stages, from cultivation and production to dispensing to patients for medical purposes. Methadone quotas are set based on the actual needs of the substitution maintenance therapy program. 29,112 patients were receiving treatment under the program as of November 2025.
The quotas for codeine are determined taking into account the domestic needs of the state, export opportunities, and predicted growth in demand. At the same time, combined medicines containing small amounts of codeine and not subject to quotas were not taken into account in the calculations and tables.
The State Service of Ukraine on Medicines and Drugs Control ensures the implementation of state policy in the field of control over the circulation of narcotic drugs and psychotropic substances and supervises compliance with the approved quotas in accordance with the current legislation of Ukraine.
