Ukraine and Denmark strengthen strategic pharmaceutical partnership: cooperation plan for 2026-2028 developed

On 18-20 June 2025,  representatives of the State Service of Ukraine on Medicines and Drugs Control visited Denmark to work with experts from the Danish Medicines Agency (Lægemiddelstyrelsen, DKMA) to develop a three-year cooperation plan for 2026-2028. The delegation was headed by Deputy Minister of Health for European Integration Marina Slobodnichenko, and also included representatives of the State Enterprise “State Expert Centre of the Ministry of Health of Ukraine”.

Over the course of three days, the parties discussed key areas of pharmaceutical regulation and surveillance, in particular:

  • state control over medicines
  • market surveillance over medical devices
  • parallel imports
  • procedures for importing unauthorized medicines
  • regulatory harmonisation with the EU acquis.

In addressing each direction, the parties presented the current situation and challenges, outlined Ukraine’s expectations, and agreed on steps to bring Ukraine closer to EU standards. They also discussed the organisational and legal aspects of cooperation, as well as opportunities for training and experience exchange.

The Ukrainian delegation had the opportunity to get acquainted with the practical work of the DKMA and visit the state laboratory for quality control of medicines, which is a member of the European network OMCL (Official Medicines Control Laboratories).

We sincerely thank our Danish partners for their openness, professionalism and support of Ukraine on its path to European integration. The parties concluded the visit by agreeing on a draft three-year cooperation plan within the framework of the strategic sectoral partnership between Ukraine and Denmark for 2026-2028.
