The State Service of Ukraine on Medicines and Drugs Control (the SMDC of Ukraine) is the central executive authority whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Health of Ukraine. The State Service of Ukraine on Medicines and Drugs Control was formed to ensure implementation of the state policy in the sphere of quality control and safety of medicines, including medical immunobiological medicines, medical equipment and medical products as well as circulation of narcotic drugs, psychotropic substances and precursors, counteractions to their illicit trafficking, blood and blood components donation, functioning of the blood system.

According to the Regulation on the State Service of Ukraine on Medicines and Drugs Control approved by the Cabinet of Ministers of Ukraine dated 12.08.2015 No. 647, our responsibilities are:

  • Preventing the import of falsified medicines by conducting state control of all imported medicines
  • Licensing of economic activity on manufacture and certification trade of medicines
  • Licensing of economic activity on wholesale and retail trade of medicines
  • Secure safe supply chain for medicines and blood components
  • Implementation of the state policy in the blood and blood components donation, blood system functioning, conducting inspections of the blood system entities’ activity conditions that are engaged in the blood donation, processing, testing, storage, distribution and realization of donated blood and blood components to the good manufacturing practice requirements
  • Market surveillance (control) of medicines, medical devices and cosmetics
  • State regulation and control in the sphere of narcotic drugs circulation, psychotropic substances, precursors and counteraction to their illicit trafficking (including cannabis).
