Amendments to the Licensing conditions for conducting economic activity in manufacturing, wholesale and retail trade, import of medicinal products (except for active pharmaceutical ingredients) has been adopted by the Government

The Government of Ukraine has determined the range of medicinal products which can be delivered by the pharmacies to customers

The Government of Ukraine has adopted the resolution of the Cabinet of Minister of Ukraine dated 23/03/2020 № 220 “On amendments to the Licensing conditions on conducting economic activity in medicinal products manufacturing, wholesale and retail trade of medicinal products, import of medicinal products (except for active pharmaceutical ingredients)” which provides amendments to the Licensing conditions on conducting economic activity in medicinal products manufacturing, wholesale and retail trade of medicinal products, import of medicinal products (except for active pharmaceutical ingredients) approved by the resolution of the Cabinet of Ministers of Ukraine dated 30/11/2016 № 929.

According to the above mentioned amendments to the Licensing conditions for the period of quarantine, pharmacies are allowed to arrange and provide delivery of over-the-counter medicines, medicines listed in the Register of medicinal products that are subject to reimbursement (in accordance with the resolution of the Cabinet of Ministers of Ukraine dated 17/03/2017 № 152 “On ensuring availability of medicinal products”) and related products directly to customers.

While providing such services business entities are obliged to have a license for conducting activity on retail trade of medicinal products and abide by the conditions of storage of medicinal products, determined by a manufacturer while transporting, including delivery with involvement of postal operators.

According to the above mentioned amendments it’s not allowed to arrange and provide delivery of:

• Prescription medicinal products except for medicines listed in the Register of medicinal products that are subject to reimbursement (in accordance with the resolution of the Cabinet of Ministers of Ukraine dated 17/03/2017 № 152 “On ensuring availability of medicinal products”);
• Medicinal products which can be sold provided that license for activity on trafficking of narcotic drugs, psychotropic substances and precursors has been obtained;
• highly potent and noxious medicines;
• medicines that are subject to special conditions storage.

Meanwhile the State Service of Ukraine on Medicines and Drugs Control calls on customers to check license availability of business entities for retail trade that provide delivery of medicinal products during the quarantine via the following link
