Extended meeting of the Public Council

«State control authority is a new stage of pharmaceutical regulation in Ukraine» was the topic of the round table held within the framework of the extended meeting of the Public Council under the State Service of Ukraine on Medicines and Drugs Control on 19 May 2026.

The event is organized within the framework of the Open Government Week, which is held on the initiative of the Steering Committee of the international Open Government Partnership Initiative from 18 to 22 May 2026.

The round table was held in a mixed format, online and offline, with the participation of members of the Public Council under the State Service of Ukraine on Medicines and Drugs Control, representatives of civil society institutions, international organizations, business, medicines and medical devices’ manufacturers, SMDC of Ukraine’s officials.

The aim of the round table was to discuss the creation of the State control authority  (hereinafter referred to as the SCA) – a new regulatory body in the pharmaceutical sector, which will start operating on 1 January 2027, a new model of state regulation of the pharmaceutical sector in the context of transferring functions from SMDC of Ukraine and developing joint recommendations with the participation of representatives of state bodies, business, professional associations, patient organizations and the expert community.

The participants discussed issues of particular concern to the pharmaceutical community in connection with the planned liquidation of the SMDC of Ukraine and the creation of a new regulatory body in the pharmaceutical field of the SCA.

It includes the state of preparation of regulatory acts within the competence of SMDC of Ukraine, necessary for the work of the SCA, powers in the context of conducting conformity assessment of medical devices and technical regulation of medical devices / cosmetic products; state supervision (control) measures for which contributions are paid, which state supervision (control) measures were taken into account in the calculations of contributions, etc.

The current state, activities, budget and expenses of SMDC of Ukraine, the results of planned, unplanned and pre-licensing inspections in 2025, and other issues were discussed.

Acting Head of SMDC of Ukraine Volodymyr Korolenko, Deputy Head Lesya Yablonska and Deputy Head Taras Proniv, and heads of SMDC’s divisions provided detailed answers to questions from the audience.

Tetyana Kotlyar, Chair of the Public Council at the State Service of Ukraine on Medicines and Drugs Control, expressed her gratitude for organizing a substantive and useful event that brought together representatives of the pharmaceutical community and provided an opportunity for professional dialogue and a shared understanding of common goals among all participants in the process.
