Meeting with territorial bodies: work of the wholesale segment of the domestic pharmaceutical market and preparation of the draft Plan for the implementation of state supervision (control) measures of the SMDC of Ukraine for 2027
Опубліковано 03.09.2026 о 16:42On 02 September, at the initiative and under the chairmanship of the Head of the State Service of Ukraine on Medicines and Drugs Control Taras Pronin, an online meeting was held with the heads of the units of the SMDC of Ukraine and its territorial bodies.
The main issues on the agenda were work in the updated legal field of the wholesale segment of the domestic pharmaceutical market and the preparation of the future Plan for the implementation of state supervision (control) measures of the SMDC for 2027.

Taras Pronin addressed the meeting participants, emphasizing the critical role of active engagement by economic entities in addressing pressing industry challenges. He highlighted the importance of close collaboration between the central apparatus and regional branches of the SMDC, as well as the timely provision of essential consultations to pharmaceutical market operators, particularly given the current challenging circumstances.
It is important to recall that pursuant to the Resolution of the Cabinet of Ministers of Ukraine dated 26 August 2026, No. 1062, which was formulated by experts from the SMDC, the Government has streamlined the regulations concerning the storage of medicines during the period of martial law. During the deliberations on the implementation of these legal modifications within the operations of wholesale pharmaceutical enterprises and their storage facilities, it was underscored that the SMDC, along with territorial bodies, will furnish timely information and clarifications on all matters of concern to business entities. Decisions regarding each application will be made on an individual basis, with maximum facilitation. This is of paramount importance given the current circumstances.
As for the preparation of the draft Plan of State Supervision (Control) activities of the SMDC for 2027, the main goal for the SMDC is to draw up a Plan that will be realistic to implement, which will take into account the real state of affairs in the industry. In particular, the Plan should include such a number of business entities and their places of activity that can be physically checked, taking into account the situation that is developing.
It is also important to include in the Plan economic entities that actually carry out the relevant activity, and not only those listed in the registers, since in recent years a considerable number of enterprises, especially pharmacies, have actually ceased or suspended their work.

Relevant proposals should also be provided by the territorial bodies of the SMDC.
One of the first steps in preparing the development of the content of the Plan will be to determine the level of criticality of economic entities.
The Plan may also include, as a priority:
– economic operators, for which the measures of planned state control have not been carried out for a long time;
– entities, which have received complaints from consumers or organizations, the SMDC has received information about their violation of the Licensing Conditions;
– economic entities, for which the SMDC was previously refused to conduct unscheduled inspections, despite the existence of relevant applications or complaints from natural or legal persons.
In conclusion, Taras Pronin instructed the relevant departments and territorial bodies to focus on resolving the issues discussed.
