The representatives of the State Service of Ukraine on Medicines and Drugs Control discussed the issue of medicines’ uninterrupted supply to the population

On 16 September 2026 under the chairmanship of the Acting Head of the State Service of Ukraine on Medicines and Drugs Control, the working meeting was held with the territorial bodies of the SMDC.

The meeting addressed current challenges related to the provision of medicines to the Ukrainian population under martial law. This included considerations of risks stemming from the damage and destruction of warehouses and logistics infrastructure of pharmaceutical companies due to shelling.

Special attention is paid to ensuring the continuity of pharmaceutical logistics, the safe placement and storage of medicines, and operational interaction between the central office of the SMDC, its territorial bodies and entities of the pharmaceutical market.

The participants of the meeting considered practical aspects of the changes’ application   to the Licensing Conditions, which expanded the capabilities of licensees to accept, store and ship medicines during the period of martial law. In particular, it is possible to perform such operations in warehouse premises, information about which is not entered into the Licensing Register, as well as in warehouse premises of another licensee provided that the requirements established by law are met and the proper conditions for storing medicines are ensured.

The mechanisms introduced are aimed primarily at creating additional opportunities to preserve stocks of medicines in the face of war risks, their dispersal between different storage sites, minimizing the risks of loss or destruction due to shelling, and ensuring the continuity of the medicines’ supply to the population and health care facilities. At the same time, the requirements for ensuring the quality and traceability of medicines remain mandatory.

The procedure for carrying out state control of imported medicines’ quality into Ukraine was discussed separately in cases where the imported products are actually placed in warehouses in different regions of Ukraine.

The need for clear and coordinated interaction between the territorial bodies of the SMDC and importers was emphasized, taking into account the place of business of the importer and the actual location of medicines. This approach allows to ensure the inspection of the cargo, sampling if necessary, and the completion of the state control procedure without additional relocation of the products between regions.

The results of the meeting emphasized the need for a prompt response to the challenges of wartime, proper coordination between the central apparatus, territorial bodies of the SMDC and importers to maintain the stability of medicines supplies and ensuring their quality and safety for Ukrainian patients.
