Meeting of the Committee of the Verkhovna Rada of Ukraine on Health, Medical Care and Health Insurance
Опубліковано 19.06.2026 о 10:22On 18 June 2026, the representatives of the State Service of Ukraine on Medicines and Drugs Control took part in the online meeting of the Committee of the Verkhovna Rada of Ukraine on Health, Medical Care and Health Insurance (hereinafter – the Committee). The agenda of the meeting included the issue of implementation of the decision of the National Security and Defense Council of Ukraine dated 12 February 2025 “On additional measures to ensure the availability of medicines for Ukrainians”, put into effect by the Decree of the President of Ukraine dated 12 February 2025 No. 82/2025.
The meeting was attended by: Mykhailo Radutskyi, Chairman of the Committee, Jarna Habicht, Representative of the WHO Office in Ukraine, Viktor Liashko, Minister of Health of Ukraine, Yevhenii Honchar, Deputy Minister of Health of Ukraine, Taras Proniv, Deputy Head of the State Service of Ukraine on Medicines and Drugs Control, heads of relevant departments of the SMDC, MPs, representatives of other central executive authorities and experts.

The issue of implementation of the Law on Medical Cannabis (Law of Ukraine of 21.12.2023 No. 3528-IX), which was introduced into force on 16.08.2024, was discussed separately.
On 11 June, the first patients in Vinnytsia were given medical cannabis-based preparations on electronic prescription.
Since 2024, a number of important subordinate legal acts have been developed and adopted with the participation of the SMDC. At the same time, some organizational issues of the availability of medical cannabis-based medicines for patients remain unresolved.
As noted by the head of the Department of State Regulation and Control in the Sphere of Circulation of Narcotic Drugs, Psychotropic Substances, Precursors and Counteraction to their Illicit Circulation of the State Service of Ukraine on Medicines and Drugs Control, Yana Trubachova, today about 60 business entities have licenses for the circulation and use of medical cannabis preparations. This list includes both private and state companies and municipal health facilities.

In accordance with the Decree of the Cabinet of Ministers of Ukraine of 29.12.2025 No. 1772 to carry out the activities of circulation of preparations based on medical cannabis, economic entities also had to develop and submit for approval in advance the quota volumes.
Since not all economic entities managed to do this in time, the SMDC, according to the recommendations of the Ministry of Health, held a working meeting with representatives of business, during which the controversial issues were agreed, including the redistribution and approval of the relevant quotas.
Deputy Head of the State Service on Medicines and Drugs Control Taras Proniv noted that the SMDC had not received any complaints about its regulatory activities in the field of medical cannabis-based drug circulation. All comments from business entities are promptly processed in accordance with the requirements of current legislation. In the future, the SMDC will continue to participate in improving the regulatory framework.
