The Government adopted a Resolution on the Electronic Cannabis Accounting Information System

An electronic information system will be introduced in Ukraine to ensure transparent regulation of medical cannabis circulation at each stage.

The electronic system will ensure fixation and accounting of all medical cannabis operations during the next day after their implementation. The system will fix the production of medical cannabis seeds, sowing, cloning, planting of plants and planting material, sending samples for laboratory testing, harvesting of plants, transportation, purchase, manufacturing of medicines, utilization of waste, dispensing in pharmacies, etc. Seeds, planting material, plants, internal pharmacy preparations, medicines, waste, etc. will be subject to accounting.

Importantly, all activities connected with medical cannabis will be licensed.

The SMDC will be the owner and administrator of the electronic system. However, data exchange between it and other state systems and registers will be ensured.

Registration and using the system will be available to registration entities (licensees), authorized persons of the SMDC, the Ministry of Health, the National Police and the Security Service of Ukraine. Access to the system will be free of charge, 24/7 and will be carried out using a qualified electronic signature.

The Resolution on the Electronic Cannabis Accounting Information System comes into force on August 16, 2024. It is expected that the system will be operational in October 2024.

We emphasize that patients will be able to receive cannabis-based medicines only on a doctor’s prescription, and the use of cannabis for non-medical (recreational) purposes, as before, remains prohibited.
